A look back at DynamicsCon 2025
11. June 2025Update 16.05.2025:
Microsoft has announced a new schedule for the license requirement. This gives users a little more time to plan and implement the license allocation. The following deadlines have now been announced:
- 01.09.2025: Users without the necessary license in Dynamics 365 Finance and Operations will be notified by an info message.
- 01.11.2025: The obligation to assign licenses will be technically enforced from this date. Users without a suitable license will no longer have access to the application or parts of it.
With version 10.0.44 of Dynamics 365 Finance and Operations, the complete "User Security Governance feature" will also be available from June (previously only available as a preview). This can be used to determine the necessary licenses for roles and authorization elements (described in detail below).
In the meantime, Microsoft has also integrated a license report in the Lifecycle Service Portal:

Previously, licensing for Dynamics 365 Finance and Supply Chain Management was carried out without a technical check as to whether or not the users had been assigned a license in the system (in fact, for a long time it was not even possible to personally assign the relevant licenses). This meant that companies were only obliged to keep a suitable number of licenses in their tenant and, if necessary, to demonstrate in an audit that all users were covered by these licenses.
At the end of March this year, Microsoft announced [1] that from November 1, 2025, every user who logs into Dynamics 365 Finance and SCM must be assigned a license that entitles them to use the application. These licenses include the following:
- Dynamics 365 Finance
- Dynamics 365 Finance Premium
- Dynamics 365 Supply Chain Management
- Dynamics 365 Supply Chain Management Premium
- Dynamics 365 Commerce
- Dynamics 365 Project Operations
- Dynamics 365 Human Resources
From September 1, users will be notified in the system by means of an information message that they require an assigned license and should contact their respective administrator.
Exceptions
On-premises, sandbox and development systems are currently still exempt from the requirement to assign a personal license. In addition, accounts that have the "System administrator" role in Dynamics 365 Finance and SCM do not require a personally assigned license.
License management
Previously, the license reports in Dynamics 365 Finance and SCM only provided a rough indication of which users needed which licenses. With the change to the new license regulations, Microsoft has also provided a new report for the role evaluation and the resulting calculation of license requirements (still in preview, the "User security governance license usage summary report" feature must be activated). As of version 10.0.43, this can be found under "System settings -> Security -> Security governance -> License usage summary".
In this report, the license requirement can be determined on several levels:
- What license(s) does an individual user need based on their system permissions
- Which license(s) is/are required for which role
- Which license is required for which task (duty)
- Which license is required for which right (privilege)
- Summary of license requirements
System managers and administrators are therefore required to deal intensively with the topic of license management and role assignments in the near future.
As the facilities and reports are currently still in preview, we will update this article in due course.
Updates from the Microsoft FAQ, 22.04.2025:
- User licenses for Finance and Operations (see eligible licenses above) should be assigned at least 24 hours before the first use.
- Users who have been assigned the "System Administrator" role in Dynamics 365 Finance and Operations and users who have been assigned the "Microsoft Power Platform Administrator" or "Dynamics 365 Service Administrator" role in the tenant are exempt from the license requirement.
- In the FAQ, Microsoft primarily refers to the license evaluation in the Power Platform Admin Center. This can be found
here . (The link leads to your own tenant, authorization required). - The "User Security Governance" feature, which is described in the article above, is available in preview with version 10.0.43 and will be activated by default with version 10.0.44.
- The license requirement not only includes checking whether the user has a license that entitles them to use Dynamics 365 Finance and Operations, but also which level the license contains. Users with an assigned "Team Member" or "Operations Activity" license may therefore lose access to required functions that are only available with a basic license (Finance, Supply Chain, Commerce, HR or Project Operations).
